CAPITALIZING ON CONTINGENCIES

This was a document authored by Joe Califano sometime after the Cuban Missile Crisis.
The title of the document speaks to much of what happened throughout the Cold War (and beyond), though it confines itself to the "Cuban problem". For now though, I just want to concentrate on one line which seems to be an inadvertent admission that the Hungarian Uprising was not a spontaneous indigenous event...
"The main point is the success of the [contrived] uprising. If successful, the violent aftermath in the world would tend to die out in much the manner that outrage over Hungary has died down..."
In other words, if we succeed in Cuba, that's all that matters. Any backlash will eventually go away.
He goes on to say the worst possible outcome would be a contrived uprising in Cuba which actually failed...

By using the Hungarian Uprising as an example while discussing the pros and cons of a contrived uprising in Cuba, didn't Califano let the cat out of the bag re Hungary?
