Was Oswald's Transfer Deliberately Delayed?

Was Oswald's transfer to the county jail deliberately delayed to give time for Ruby to get into position? LN's claim Ruby's split second timing shows that it was not a preplanned shooting. But what if the transfer was postponed to give Ruby time to be in place?
Also was Will Fritz hard of hearing? He does not seem to have heard the shot at all?

How many times did Ruby call the Dallas PD to warn them not to transfer Oswald.

Is there any evidence that it Ruby called to warn them? I know the FBI and Dallas police had received warnings (threats?) by phone, but that could have been any number of hotheads shooting their mouth off instead of an inside player.

I do believe one Mr. Billy Grammar gave an interview where he states that he did, in fact, reconize Ruby's voice as one of the callers.
