Russian social network vk.ru contains 118 users named `Yuri Moskalev` - i.e., the combination of name and surname is rather common.

2 records, matching not only name and surname, but also father's name, showed up in Belarussian city of Vitebsk. However, one of these persons, with connections with KGB, is born in 1963...

The second one is surgeon in the hospital of Vitebsk region: http://medportal.org/vitebsk/doctors/3931
