David Black is a author of many works on LSD and its history in particular "Psychedelic Tricksters: A True Secret History of LSD", tells the story of various people, beginning with the discovery of LSD’s hallucinogenic properties in 1943 by Albert Hoffman. In the late-1940s psychiatrists started using it as “psychosis-inducing drug” for schizophrenics. CIA officers investigated LSD’s potential as a weapon of mind-control and became enthusiastic trippers themselves. But the CIA and the medical establishment wanted to keep LSD out of the hands of “undesirables.” The “undesirables” included those in the new youth counterculture who challenged the official line on LSD and explored its potential for creativity and spirituality. Black lives in London and is an independent journalist and author. His previous books include The Philosophical Roots of Anti-Capitalism: Essays on History, Culture, and Dialectical Thought and 1839: The Chartist Insurrection.

Dr. West's research interests continually expanded, always incorporating the changes taking place in society. During a 1962 study on the effects of LSD on a bull elephant, Dr. West and his colleagues accidently killed the elephant by administering too high of a dosage of either LSD or a tranquilizer. This incident was often brought up by his adversaries when they attempted to portray him as irresponsible and as a "crack pot." In 1967, he led a group of researchers to San Francisco's Haight-Ashbury district where they rented an apartment and studied the hippie culture, particularly as it related to sex and drugs.

In 1969, Dr. West seized the opportunity to move to Los Angeles and become the chair of UCLA's Department of Psychiatry and director of the UCLA Neuropsychiatric Institute. In terms of his research interests, Dr. West felt that a rapidly expanding and diverse city like Los Angeles was most appropriate. Shortly after arriving at UCLA, he set out to create a "Center for the Study and Reduction in Violence," "the world's first and only center for the study of interpersonal violence." His plans for the Center were never actually realized because there was "such an outcry against it based on arguments that to study violence was essentially to experiment on underprivileged people, doing brain operations, putting electrodes in their heads, or making guinea pigs out of them… This was the most frustrating experience of my career."

That he was extremely frustrated at not being about to experiment with brain operations on the underprivelged  or put electrodes in their heads, I think says it all about the man. But he was not the only doctor wanting to do this... pre-emptive action to stop violence before it occurred, was a boom industry in the psychiatric field at the time - supported by many notable psychiatrists including Dr Renatus Hartogs who had examined Oswald in New York. All that was needed was a battery test to predict potential for violence and wham bam thank ya ma'am, we got some electrodes just for you.  

A Clockwork Orange was based on what these experiments would look like in real life.

“The dangerous child,” said Dr. Hartogs in a recent interview, “is intensely preoccupied, envious, suspicious and chronically disgruntled. He is cold and lacks capacity for identification with others. He often has a history of cruelty to other children and to animals.”

Dr. Hartogs said these signs were too often ignored by psychologists, social workers, physicians, teachers, clergymen, and by even his fellow psychiatrists.

For several years Dr. Hartogs has unsuccessfully been seeking research funds from a private foundation to study how to predict the outcome of dangerous tendencies in children.

“About 4 per cent of the children in whom I have found dangerous traits have returned to the Youth House within one to four years on a charge of assault or murder,” he said.
