From the presence of what look like Germanic helmets as well as the knit-sty;e caps, I am thinking Hungary or Poland, pre-WWII.

Other than the guy with the dog looking somewhat like Omar Sharif - but what would he be doing there? - the guy behind him looks something like a Kennedy.

But my eyes are not as sharp as they once were.  I'm a smartass &

I think the man behind (tallest one, side view with glasses), is Ernest Hemingway and the setting is the Spanish Civil War (1936-39). I found a picture of Hemingway during that period that looks just like this guy.
 


The uniforms seem to be consistent for this period and many of the men here look Spanish. I have an idea of who the guy holding the pup might be, but I need to do some more checking because the face doesn't look exactly right.

George Orwell is holding the dog. And Stan is correct. Its set during the Spanish Civil War and the guy behind him is Hemingway.

If I am correct and this is a picture from the Spanish Civil War with Ernest Hemingway, then another famous person who was briefly involved in that war was George Orwell. Both Hemingway and Orwell were against the fascist forces. But I can't say for sure this guy is Orwell; the facial structure seems slightly different, but it's hard to tell.
 


If these two guys are Hemingway and Orwell, then this picture was taken in the first half of 1937.

EDIT: I see Paul weighed in while I was posting this. I think Paul's correct here.

By-Line by Hemingway and Homage To Catalonia by Orwell are pretty good accounts of the Civil War by foreign correspondents. However, if you really want to know what the war was really all about, and how its true notion was hijacked by the Communists amongst others, then The Grand Camouflage by Burnett Bolloten is a good place to start. Also, Living Utopia is a documentary film that can be seen on youtube is certainly worth a viewing.
