Interesting.... no Capt William Westbrook. Hm.
No officer Kenneth Croy either. Kenneth H Croy was supposedly the first officer at the scene, he arrived as the ambulance was leaving with Tippit's body.
What do you think, hasty write-up or deliberate cover-up?

Did you catch Oswald's place of residence on Page 1?
No Captain Talbert either - he was in charge of the alley behind the Theater. He was also in charge of the TSBD until Lumpkin arrived at 12:49.

To me, that seems like that was an odd place for Oswald to be, and if he walking west, where was he coming from?

They couldn't even write up their BS with any hint of reality. As many have suspected for a long long time, the BS and the lies were done on the fly to cover their standard MO. Look at whose names are signed on that document. Fritz and Bill Alexander, IMO the two most corrupt Law enforcement officers in Dallas at the time. Throw in Decker and a few of the others and Oswald didn't stand a chance.

1026 N. Marsalis would be across the street from the GLOCO station where Tippit was supposed to have been between 12:45-1:00. What was there in 1963?
I am skeptical of the Tippit presence at the GLOCO station, but if the 1026 Marsalis address was not a typo, it would make far more sense to maintain a lookout of that location from the GLOCO station than to try to spot someone in a bus or taxicab speeding by.
