Yep. There it is again. Reminds me of a British TV comedy from yesteryear about a rather shady tailor. The name of the show was "Never Mind the Quality... Feel the Width". With the Foo and others it is "Never Mind the Details... Feel the All-Encompassing Conspiracy!" It is an approach that absolves them from doing any real research and is designed for that very reason since they lack the ability to carry any out such research. Taken to the nth degree, they can then start pretending any dissenters are government stooges out to stop them spreading "the truth". It also provides a safe haven for loopy conspiracies like H & L because H & L is flexible to the needs of the "All-Encompassing Conspiracy" in that anything that does not fit has automatically been faked by the government or one of its agencies.

The Foo is redundant. Being so slow, it just hasn't realized it yet.
