I'd say with about 90% certainty, we can now say that Fritz did find out about the N Beckley address from a cop whose name he could not recall.

Because we can now be about 90% certain as to who that cop was.

So, the role of informant switches from the FBI to Pat, via Nicholson. Pat's apparent motivation was simply to report to police through a family friend. The DPD on the other hand, is full bore into framing Oswald. The Beckley info comes floating in, they send cops over, find nothing, and later make the decision to utilize the address as Oswald's. The Beckley address is rendered as another random development that served the purpose of framing Oswald. I had supposed Beckley had to be set up in advance, but then again, that is not a prerequisite and was presupposition on my part. So was he sleeping at the Paines' house and anyone who knew has lied or remained silent about it? Apparently.

That's getting close. Though it was Pat's mom, Fay who witnessed the arrest.

I think what happened was something like this...

Fay sees Oswald getting arrested.Mistakes him for the young slim white male she knows is a paying guest with her parents - one Herbert Lee - except she had no reason to know or recall his name.

She rings family friend and cop Nicholson for advice. He says leave it with me. I'll let the Captain know and also ring your parents at the cafe and give them the heads up to expect the police.

Nicholson - probably on duty that day with DPD - tells Fritz in person that the suspect under arrest lives at 1026 N Beckley - and then phones the Johnsons at there cafe to tell them one of their guests is the suspect in the assassination and they better get home.

The Johnsons go to their car and confirm that the assassination is not a joke and that someone has been arrested across from their daughter's business and rush home, now convinced that yep - if Fay saw him, it must be one of our guys.

So they get home and the police arrive shortly thereafter - asking for a Lee Harvey Oswald. They don't have anyone by that name... then the film of Oswald's arrest is repeated on TV and AC Johnson also mistakes him for Herbert Lee... or at least says it looks a bit like Mr Lee. So the cops ask to see the books and what they find is "Room 0 H. Lee" and this is mistaken as reading OH Lee. 

They search the room and find evidence that Mr Lee is NOT Oswald at all but hatch a plan to continue as if it is.

This would necessitate tracking Herbert down to go along. But I do not think that was a problem, as I have believed for a long time that Herbert was undercover for a state or federal body working on Cuban matters. I have Herbert "call me Leon" as being the Anglo guy at Sylvia Odio's. One of the others was Osvaldo Pino Pino - in her memory... the names Leon and Osvaldo got fused when she saw it was a Lee Oswald under arrest.

In any case, I have another guy of similar age and background, who was indeed undercover -- for a number of decades in NM... but working not just in NM, but also Texas and Mexico. He was rewarded for his work by being made a NM state trooper. Recall that Herbert also "became" a cop.

Lee was either living at the Paines (which I think is probable) but if not there, maybe at the Cozi-8 apartments. 

Witnesses back then were pretty much told not to answer questions not asked. None of Oswald's neighbors were ever asked if they  had seen him around on week days. The one day they ARE asked about is the Thursday and lo and behold - yes they saw him arrive that day. Maybe they saw him arrive every day. 

What is not assumption here is that

- Pat Hall has consistently claimed that her mother witnessed the arrest 

-The Johnsons testified to the phone call from Nicholson. Not explained is why of all people, he would phone them.

- Not explained also is why they raced home after confirming the assassination on the radio

- Or how the police got the address so quickly. Fritz's testimony that he got it from another cop however, now makes sense.

Finally... yes, forgot all notions of pre-planning. There was very little of that. Too much reliance on pre-planning can cause things to go pear shaped quickly. 

There was no bus trip if Mary or Porter Bledsoe had not phoned the cops.

There was no 1026 N Beckley without Fay witnessing the arrest.

There was no OH Lee if Herbert had not coincidentally been staying there and living in room 0.

There was no 2nd floor encounter if a real one had not taken place at the front entrance.

They did the best they could to turn every misstep into another noose around Oswald's neck. If I thought about it, I could come up with further examples.

Very nice. Yes I had Pat flipped with Fay. Damned dumb.

Anyway, the relationship between Johnsons and Nicholson/DPD is interesting and suggestive of possible deeper levels of cooperation. Maybe covert ops coordinated with a variety of other entities, as you may be suggesting with Herbert. And great stuff with that whole scenario.  That Sylvia might fuse the names solves what has been a very problematic puzzle.

Running it on the fly and taking advantage of emergent opportunity does make for an organic and manipulable result as opposed to rigid plans that must be adhered to. It's a necessity really. It redefines what it means to execute professionally. It's the ability to adapt on the fly, not the ability to pre-plan and control. Or at least the proper balance between the two. Same goes for the feds for that matter. Once the DPD had defined that initial trajectory, feds had to adapt to it, possibly aborting their initial goals in the process.

Gotta say, brilliant stuff Greg.

The Dallas Police in '63 were crooked. Much material has been written about this. Residents of Dallas and the broader community would have been well aware of this I'm almost certain.

Anyone who resided in Dallas with that knowledge and wished Oswald any harm would have had an easy go of it in my opinion. With that in mind we now know evidence was planted, stories were fabricated and Police abused their powers over the weekend after the assassination.

Anyone residing in Dallas knew the score regarding the Dallas Cops. Ruth Paine lived there! She knew the score! It's not beyond the realms that Johnson called Nicholson with her daughters description of a man arrested at the theater having resembled the man rooming at Nth. Beckley. 
It's entirely possible!

Props to you and Jessica. Great find. We have had success in getting the second floor encounter widely queztopned. That was an effort that started nearly 20 years ago. This should be the next piece of crap story line that becomes widely accepted as false. Hopefully it won't tale quite as long.

30 Minutes after Oswald left the cops and feds arrived. No lemme try and reconcile this with Oswald leaving, going to the TT, then get arrested, transported to DPD and then, supposedly, told them where he lived and then for the cops to appear at Beckley.
That is a lot of interaction in just 30 minutes......it just smells.
