Lopez was a Cuban civilian employed as a bus driver at Guantanamo. He was shot and killed at the end of September,1961 while being escorted from the base after allegedly being caught near a restricted area. The escort claimed Lopez had lunged at him and he shot in self-defence. The case has numerous similarities to suggested Operation Northwoods pretexts for invasion.
