I guess the law of physics was on vacation that day.

In their testimony the boys said they had to open the windows and it's no big stretch to have the boys fling up the window and dust dirt and debris may fall.  
Then and only then could they lean over the window sills.
Besides....
There is no physical way a carcano rifle creates the dust without shooting the building itself.

The dust would need to be there beforehand for Williams to be leaning over the sill and get dirty.
Had the dust fallen during the parade and "shooting upstairs" it would be on Williams' backside.
