Frankie Vegas brought this 1993 book by Australian Col Davies to my attention.

Since then, I came across this 1977 article by Davies published in the Continuing Inquiry:

Haven't yet read it all, but I did want to point to this bit:



This part of the article is about Kennedy's attempts to bring the CIA under control.

The highlighted section interests me because the CIA only obtained the authority to act unilaterally after its "failure" in Bogota with the  "unforeseen" assassination of Gaitan and ensuing years of bloodshed and mayhem. It obtained that authority by successfully shifting the blame to State who had final say at that time on all actions, recommendations and reports put forward by the agency.
