Does anyone know who said this?

And, of course, I don't even have the direct quote.

It was someone at a conference many moons ago that said each researcher should become an expert on a particular segment of the case. In this way we could be better quipped to destroy the WC.

I know it's somewhere in my notes at home (I'm at work now, of course) and just wondered if anyone had it off the top of their heads.
