Not a lip reader but maybe:
(When possibly asked "What happened to your face?)
"I was punched."
(When possibly asked "who punched you?")
"A cop"
It looks like he repeats "A cop" as he is tugged into the room. Looks like maybe they became increasingly pushy as he talked about being hit by one of their own.
Amateur guess for what it's worth.

I sent Bart's links to this woman I found on the Internet, hoping she might be able to tell what he was saying. This was her response:

I wouldn’t know for sure unless I worked on them, but from what I can tell, there are too few words to place into context, combined with distance, camera/speaker movement, obstructions, etc. This footage is rated “not suitable for lip reading transcription."

Here's a thought for Bart.
Michael Walton at the EF is deaf, so there is a chance he can lip read. And he would now the context.
