Isnt it when the CIA, FBI case files opened that are at great odds with each other.

The FBI opening files when CIA supposedly didnt is beyond suspect, then when it does it's only a Counter Intelligence one.
I want to know where this one fits in that framework.

Wow! Just to be clear-- these are Bart Kamp's notes concerning LHO records, some info supplied by Malcolm Blunt? The naval districting would be in regards to domestic naval counterintelligence files on his defection, him post-defection, or both?

In my own reading I've found a near total black hole in terms of domestic cold war naval intelligence. If there are any records to be searched, shared, or explained I'd love to see them. This is very intriguing.
