Howe was more than censured. He was demoted. The grounds for it were on the pre-assassination handling of the Oswald case and the alleged destruction of the alleged Oswald note.

A simple censure, according to Drain, was no more than a letter, of which he said he received many. This is Drain in Sneed's "No More Silence"

Thank you. We have Hoover's letters of censure and relocation regarding Hosty. Does anyone have Vince Drain and Ken Howe's letters from Hoover regarding the FBI official disciplinary actions taken against them? I have not been able to find them.

Are you able to explain the significance of them to you, given that Drain told Sneed that such letters were common and gave what would appear generically in them?

Hosty told William Law that being transferred to Kansas City was godsend to him
He loved it there.
