IS stands for "Internal Security". Can't remember what the "R" is, but could be something as simple as "Regarding".

A veritable goldmine of information.

I think Greg's right regarding the " I-S" Internal Security classification.
" R"
could well be " regarding" I'm not as familiar with American documents as I am with Russian and German but for what its worth both the Soviets and the Nazis used a ( roughly) similar method of bureaucratic shorthand for internal memorandum.
