Oswald Seeks a Permit

During his initial interview with Seageant Horace Austin from the Intelligence Unit, Oswald mentioned he had phoned chief of NOPD, Major Presley Trosclair prior to Aug 9 in order to obtain a permit to "parade" on behalf of the FPCC. Trosclair even said he remembered the call, and that Oswald had used his own name.
Given the intelligence Unit's stated interest in any FPCC activity in New Orleans, as well as that of the FBI - am I the only person gobsmacked by the fact that Trosclair never passed Oswald's name onto his own Intel Unit?
I don't find it plausible that nothing was done to pass the information on. It reeks of 100% unadulterated bullshit.
