On "false Defectors"

This is from the book Historical Dictionary of International Espionage by Nigel West, the pen-name of Rupert Allason who is apparently widely regarded as the "expert's expert" on the subject.

So according to Allason, the concept didn't even exist until Dec 1961, based on advice from Golitzyn, with that advice dead wrong and only one possible example of a false defector from the Soviet Union ever materializing - and that was in the 1970s. 

Is Allason dead wrong? Is he just ignoring any US program? Or were their other ways of describing such a program prior to Golitzyn?

I think Allason answers the question. Yes, they were called "penetration" agents and had a different role to that suggested by Golitzyn.
