Jacket found on Industrial Blvd.

Within the Dallas Police Department Command Structure, Lieutenants were in charge of Sections within a Bureau.
Lt. Erich Kaminsky was the Head of the Vice Section of the Special Services Bureau.
Kaminski is the Officer who was given the jacket found by James Larue on Industrial Blvd. under the Ft. Worth Turnpike. (DPD Archives Box 4, Folder# 3, Item# 26, page 3)

Kaminski gave it to the Homicide and Robbery Bureau
The Report on this jacket was submitted by Westphal and Parks of the Special Services Bureau. This is the last page of the Report listing employees of the Texas School Book Depository. This is p. 129 of CD 81b. (p. 260 of CE 2003).
Property Clerk receipt for a gray suit coat found by James Clark Larue on Industrial Blvd. Received by F.M. Turner. Turner was a Detective in the Homicide and Robbery Bureau.

Handwritten note by Turner reads, “Put in Kaminsky Folder” “Hold for Evidence 12/6/63”.
I have so any questions:
Why would a private citizen feel this suit coat was so important that he should turn it over to the police?
Why was this coat given to a Lieutenant in the Special Services Bureau?
Why was the Report on this jacket attached to a list of Texas School Book Depository employees that was drawn up by Westphal and Parks of the Special Services Bureau, who drew up that list drawn from Intelligence files in the Bureau?
Why was the coat given to Homicide and Robbery?
Why was the Property receipt dated as late as December 6th?
What crime was it going to be evidence in connection with?
Was there going to be an attempt to somehow link it to or substitute it for the gray/white jacket found in connection with the Tippit murder?

Interesting... I did a quick search and couldn’t find anything beyond what you already posted, on the jacket, James Larue, etc. It does seem odd that this would be included in a report on the TSBD - they even note that Larue is not an employee. Kaminski was at the TSBD, so only thing I can think of is Larue strolled up to the TSBD to turn in the jacket and Kaminski was the first cop he ran into?

Larue found the jacket or suit coat on Industrial Blvd. under the Fort Worth Turnpike. He would have had to have driven it to downtown Dallas, or done a heck of a lot of walking.
If my memory serves me right, Kaminsky returned to DPD headquarters by 2:00 P.M. The Report doesn't say when Larue turned the coat over to Kaminsky, but it would had to have been done in time to make it into Westphal and Parks' Report the evening of the 22nd.
