I'm surprised that no one has commented on this. I mean, I guess that we all knew Bishop was Phillips from reading Fonzi's book. But it's still pretty huge to have Veciana's confirmation in writing. Here it is (with Veciana's home address and phone number removed):

Thanks Martin for bringing the docs over. I had no idea how to do it and am going to have to practice later tonight. Maybe no one commented because of my slack reporting on the matter. It was a bit embarrassing and I wish I had of confirmed parts of it before posting.

Antonio Veciana, a retired anti-Castro fighter, has confirmed that he saw an undercover CIA officer named David Phillips in the company pro-Castro activist Lee Oswald two months before Oswald is said to have shot and killed President Kennedy in Dallas on November 22, 1963.
Veciana’s account calls attention to continuing CIA secrecy in the JFK story. Lesar is a veteran FOIA litigator who represents me in my lawsuit against the CIA, for the records of one of Phillips’s colleagues.
Where is this story going?
The CIA retains four operational files on Phillips, containing 606 pages of material, that it has never made public.
The CIA says these files are “Not Believed Relevant” to JFK’s assassination but that claim has never been confirmed.
These files could shed light on Veciana’s account and Phillips’s actions as they related to the surveillance Oswald in 1963.
Veciana is a credible witness. He worked with Phillips in 1963 when the CIA was assisting Cuban exiles in mounting attacks on the government of Fidel Castro in Cuba. Phillips retired as chief of the agency’s Western Hemisphere Division in 1975.
Phillips died in 1988. He denied published charges suggesting involvement in a JFK murder. He once said privately that he believed JFK had been killed by CIA personnel.
There’s a good biographical sketch of Phillips on Education Forum, which tells of his tangled involvement in the JFK assassination story.
How to search the CIA files yourself
You can confirm the existence of the secret Phillips files by searching the National Archives online data base.
Enter the terms “David Phillips” on the first line and “NBR” (for Not Believed Relevant) on the second.
Click “Display Search Results”
You will see four “CIA Op Files on David Phillips.”
These are the secret files that might shed light on Phillips’s contact with Oswald in September 1963.
Their legal status is “Postponed,” according to National Archives. The CIA refused to review and release these records last year saying it lacked “time and resources.”
The Phillips files are not scheduled to be made public until October 2017.

When he first acknowledged that David Atlee Phillips was the CIA contact known as "Maurice Bishop," Cuban exile leader Antonio Veciana did so tacitly. But Veciana's meaning was so clear, and his guile so transparent, there was no doubt; both he and House Select Committee investigator Gaeton Fonzi began laughing.
Now, decades later, Veciana has explicitly stated that Phillips (right) was indeed Bishop, and that he did indeed see Phillips with Lee Harvey Oswald in September 1963 – thus formally linking a high ranking CIA officer with the JFK assassination.
Veciana's admission came in a written statement issued November 22, 2013, the fiftieth anniversary of the assassination. In a letter to Fonzi's widow Marie, Veciana, the aging, former leader of Alpha 66, said, "Maurice Bishop, my CIA contact agent was David Atlee Phillips. Phillips or Bishop was the man I saw with Lee Harvey Oswald in Dallas on September 1963."
Fonzi wrote of his encounters with Veciana in his 1993 book The Last Investigation, which describes his experience with the House Select Committee on Assassinations in the 1970s.
At the time of his first meetings with Veciana, Fonzi was a staff investigator for Sen. Richard Schweiker (R-Pa.), a member of the Senate Select Committee on Intelligence and co-chair of the Sub-committee on the John F. Kennedy Assassination. Fonzi told Veciana he was exploring links between government agencies and Cuban exile groups.
On March 2, 1976, Veciana told Fonzi that two months before the assassination he rendezvoused with his CIA contact "Maurice Bishop" in the lobby of a downtown Dallas office building. Bishop was already there when he arrived, Veciana said, and in the company of a young man he later recognized as Lee Harvey Oswald, the alleged JFK assassin.
In subsequent HSCA testimony, however, Veciana did not identify Phillips as Bishop. But Fonzi independently determined that "Bishop" and Phillips were one and the same.
Phillips was also called before the HSCA, and under oath, denied both using the name Maurice Bishop and knowing Veciana. That ended the matter. Although Fonzi believed they could make a case for perjury, HSCA Chief Counsel G. Robert Blakey declined to bring charges against Phillips.

So... Veciana or DAP are clearly contradicting each other. Which liar is it? If Mr. V IS alive, would he be willing to undergo hypnosis/lie detector/voice analysis to determine his 'integrity'?
Bytheway, Mr. Phillips, according to his testimonies, used "100 to 200" aliases, i.e., Paul D. Langevin (Langley, VA?), M.C. Choaden (Choate?). Am I getting too weird here? Should really be coming to some solid conclusions from others' connections, depending on the source, of course.

During the investigation, Veciana was shot in the head while in his car. I wonder if that had anything to do with why he did not openly affirm the identification of Bishop and Phillips .
I would also suggest rereading Fonzi's electrifying chapter on the face-to-face encounter he set up between Veciana and Phillips.
