What would be the Warren Commission’s motive for dismissing Seth Kantor’s claim that he encountered Jack Ruby at Parkland on the afternoon of November 22, 1963? Wouldn’t Ruby’s presence there support the narrative that he was so upset at the assassination that it motivated him to kill Oswald? For that matter, wouldn’t it have helped Ruby’s insanity defense?

Did the WC want to cut off speculation that Ruby planted CE399 or that Oswald was headed to Ruby’s apartment when he encountered Tippit? Did they have some need to undermine the credibility of Kantor on some other issue?
